Papal Infallibility: the dogmatic degree [decree] that when the pope speaks ex cathedra [Underlined: ex cathedra] [in his office] he is possessed with infallibility. This decree eliminated the authority of Bishops to say what is true. The doctrine was decreed by Pope Pius IX in 1870.
